REVITALIZATION OF MANNION BAY TO MOVE FORWARD WITH A TWO-STAGE APPROACH

Bowen Island Municipality has obtained a 30 year License of Occupation (LOO) for Mannion Bay. Together with the Use of Beaches and Water Areas Bylaw (No. 418, 2016) the Municipality will be moving forward with the finalization of the Mannion Bay Management Strategy, which aims to restore community and environmental well-being in this iconic area of Bowen Island.

The LOO allows the Municipality to require registration of vessels moored in the bay and to collect nominal fees for moorage. The funds generated from these fees will be allocated to costs associated to revitalization.

The Use of Beaches and Water Areas Bylaw, adopted by Council last year, sets out activities that are prohibited on beaches and in water areas of Mannion Bay.

The Municipality will be finalizing the plan with a two-stage approach in keeping with the philosophy of education before enforcement. The first stage will require registration of vessels moored in the bay and the issuing of “warning” violation notices for contraventions of the Bylaw. Beginning in 2018, the second stage will see full enforcement of the provisions of the LOO and Bylaw, including fines and removal of unsafe and/or unseaworthy vessels.

Bylaw No. 419, 2016 outlines the fines associated with contraventions of Bylaw 418.
